How much revenue do your ads never see?

When a visitor declines marketing cookies, Google and Meta cannot tie that visitor's purchase to the ad they clicked. Enter your own numbers to estimate how much revenue is missing from your ad reports, and what your return on ad spend may really be.

Why this matters

Google and Meta decide bids from the conversions they can see. If part of your buyers never shows up in their data, campaigns look weaker than they are and the bidding learns from a smaller sample. Google Consent Mode v2 lets Google receive the visitor's choice and, in advanced mode, model some of the missing conversions.

How common is the gap?

48% of Saudi online stores we scanned (751 of 1,556) run Google Analytics or Google Tag Manager without sending a Consent Mode v2 signal.

41% of UAE business websites we scanned (223 of 547) do the same.

How the estimate works

Reported revenue
Monthly ad spend multiplied by the return on ad spend your platforms report.
Missing revenue
Reported revenue comes only from visitors who accepted. Missing revenue = reported × (1 − acceptance rate) ÷ acceptance rate.
The one assumption
Visitors who decline buy at the same rate as visitors who accept. If they buy less, the real figure is lower; if they buy more, it is higher.
What it leaves out
Ad blockers, browser limits, and any conversions Google models through Consent Mode. Google does not publish a fixed modelling rate, so we do not add one.

Questions

Why can't Google and Meta see these purchases?

When a visitor declines marketing cookies, the Google and Meta tags cannot set or read their cookies, so a later purchase by that visitor cannot be linked to the ad click.

Does Google Consent Mode v2 bring these conversions back?

Partly, for Google ads. In advanced mode the tags send cookieless pings when consent is declined, and Google uses them to model conversions. Google does not publish a fixed recovery rate, so this calculator does not add one.

Is Consent Mode v2 required in Saudi Arabia or the UAE?

Google has required the Consent Mode v2 signals for visitors from the European Economic Area since March 2024, for personalised ads and remarketing. It is not a Google requirement for Gulf visitors, but without the signals Google has no consent information to model from.

Where do I find my acceptance rate?

In your consent platform's reports. If you use Arqam360, the Analytics page shows how many visitors accepted and declined, per domain and per country.

Arqam360

Arqam360 shows the consent banner in Arabic and English, sends all four Google Consent Mode v2 signals with each choice, and records every decision. The free scan shows whether your site sends the signals today.
