What PDPL expects
What does Saudi PDPL expect from a Salla store's cookies?
Saudi PDPL expects a Salla store to get a visitor's explicit, informed consent before analytics or advertising cookies run, unless another legal basis applies. The store should explain what each category of cookie is for, make refusing as easy as accepting, let visitors withdraw consent later, and keep a record of what each visitor agreed to and when.
Saudi Arabia's Personal Data Protection Law (PDPL) applies to a Salla store the same way it applies to any organisation that processes personal data of people in the Kingdom. Cookies and tracking tags that can identify a visitor, directly or indirectly, fall inside it. In practice, that leaves a store five things to get right:
- 01
Ask before non-essential tags run
Analytics and advertising tags need the visitor's explicit, informed consent unless another legal basis applies. The cookies your store cannot work without — the cart, login, security — are a different case from a Meta Pixel or a Google Ads tag.
- 02
Say what each category is for
Consent only counts if the visitor knows what they are agreeing to. Group cookies by purpose, and describe each purpose in plain Arabic.
- 03
Make refusing as real as accepting
A banner with nothing but an "OK" button does not give a free choice. The visitor needs a clear way to say no.
- 04
Let visitors change their mind
PDPL gives people the right to withdraw consent at any time, so their settings have to stay reachable after the banner closes.
- 05
Keep a record
If SDAIA or a customer asks, you need to show what a visitor agreed to and when. A banner that stores nothing leaves you with nothing to show.
This is no longer theoretical. PDPL's grace period ended on 14 September 2024, SDAIA confirmed 48 enforcement decisions in its January 2026 announcement, and administrative fines reach up to SAR 5,000,000. The violation categories named in law-firm summaries of that announcement include processing without a valid legal basis and marketing sent without consent.

Before you choose a banner, find out what your storefront actually loads. The free Arqam360 scanner opens your store, lists the cookies and trackers it finds, and sorts them into necessary, analytics, marketing and preferences, marking anything it cannot match as unknown. It also gives the store a compliance score, so you have a baseline to measure the banner against.

How the Arqam360 app installs on Salla
Four steps. Only the first one needs you.
- 01
Install it once it is listed
The Arqam360 app is in Salla's review and not yet listed in the Salla App Store. Once it is, you install it there and approve the permissions Salla shows you. Until then, join the waitlist above and we'll email you the day it is listed.
- 02
Your account is created for you
Once Salla confirms the install, Arqam360 creates your account and a banner configuration for your store, sets Arabic as its default language, and starts your 14-day free trial. There is no separate sign-up form.
- 03
The banner goes live on your storefront
The app runs through Salla's App Snippets — the way Salla lets an app add a script to a storefront. The snippet identifies your store by its Salla store ID, so it works whether your store has its own domain or lives at salla.sa/your-store. Nothing is pasted into your theme.
- 04
Manage it from inside Salla
Open Arqam360 from your Salla dashboard. Our dashboard loads inside Salla, already signed in, and follows Salla's language and its light or dark theme. From there you set the banner's colours, position and button text, run a cookie scan, and review or export consent records.
Google and Meta
Google Consent Mode v2 and Meta on a Salla store
On a Salla store, Arqam360 sends Google Consent Mode v2 signals: every analytics and advertising signal starts as denied, then follows the visitor's choice in the banner, and Google Ads, GA4 and Tag Manager read those signals. Meta Pixel receives no consent signal from the banner; on Pro and Managed, events can reach Meta through its Conversions API instead.
Google Consent Mode v2 is how Google's tags — Google Ads, GA4 and Google Tag Manager — learn whether a visitor has agreed to be measured. When the banner loads, Arqam360 sets the default state to denied for analytics_storage, ad_storage, ad_user_data and ad_personalization. When the visitor decides, it sends an update: the analytics category controls analytics_storage, and the marketing category controls the three advertising signals. On every later page the saved choice is sent again, so the state Google reads matches what the visitor picked.
For Meta, on the Pro and Managed plans, Arqam360 can forward events to Meta's Conversions API from our servers, with the visitor's consent state attached to each one, once you connect Meta in the dashboard. The same server-side forwarding is available for GA4, server-side Google Tag Manager, TikTok and Snap.
| Banner category | Consent Mode signals | Before a choice |
|---|---|---|
| Necessary | functionality_storage, security_storage | granted |
| Analytics | analytics_storage | denied |
| Marketing | ad_storage, ad_user_data, ad_personalization | denied |
Arabic
An Arabic banner that reads right to left
Arqam360 installs on Salla with Arabic as the default language. The banner and the settings panel switch to a right-to-left layout, the category toggles mirror, and the buttons are in Arabic: «قبول الكل» and «رفض الكل».
You can turn on a language switcher so visitors can move to English. Once a visitor has made a choice, a small badge stays on the page so they can reopen their settings and change or withdraw consent whenever they like. The choice is saved in a first-party cookie on your store for 365 days by default, after which the visitor is asked again.

FAQ
Questions Salla merchants ask
What is the best cookie consent app for a Salla store?
The best cookie consent app for a Salla store shows an Arabic, right-to-left banner by default, passes each visitor's choice to Google Consent Mode v2, saves a dated record of each choice, installs without code and bills in riyals through Salla. Arqam360 is the Salla app built for all five; it is in Salla's review and not yet listed.
Does my Salla store need a cookie banner under PDPL?
If your store runs analytics or advertising tags — GA4, Google Ads, Meta Pixel, TikTok or Snap — those tags collect data that can identify a visitor, and PDPL expects explicit, informed consent for that unless another legal basis applies. A cookie banner is how a store asks for that consent and records the answer. Run the free scanner to see which tags your store actually loads.
Doesn't Salla already have a built-in cookie banner?
Yes. Salla's Customer Settings include a cookie consent banner with accept and reject buttons, target regions, a link to your privacy policy and text you can edit per language (Salla Help Centre, Customer Settings). That article does not describe consent categories, Google Consent Mode v2 signals or a record of each visitor's choice. If your store runs Google Ads, GA4 or Meta, those three are what Arqam360 adds.
Do I need to edit my Salla theme or hire a developer?
No. When you install the app, the banner is added to your storefront through Salla's App Snippets. There is no code to paste and nothing to change in your theme.
Will the banner be in Arabic?
Yes. Arabic is the default for every Salla install, with a right-to-left layout. You can turn on a language switcher so visitors can move to English, and you can change the banner's text, colours and position from the dashboard.
My store has no custom domain — it lives at salla.sa/my-store. Does it still work?
Yes. The app identifies your store by its Salla store ID rather than by its domain, so a store on salla.sa/your-store works the same way as one with its own domain.
Will Google and Meta tags follow the visitor's choice?
For Google, Arqam360 sends Consent Mode v2 signals — denied by default, then updated to the visitor's choice — which Google Ads, GA4 and Tag Manager read. For Meta, on Pro and Managed, events can go to Meta's Conversions API from our servers with the consent state attached, once you connect Meta.
Can I show what a visitor agreed to?
Yes. Every decision is stored with its date and time and the categories the visitor accepted or refused. You can review the records in the dashboard and export them as a CSV file.
