The cookie consent app for Shopify stores that sell in Saudi Arabia, built for PDPL

Arqam360 is a Shopify app that adds an Arabic and English cookie banner to your store, keeps a dated record of every visitor's choice, and passes that choice to Google Consent Mode v2. You switch it on from your theme's App embeds — there is no code to edit and no key to paste.

Short answer

What is the best cookie consent app for a Shopify store in Saudi Arabia or the UAE?

The best cookie consent app for a Saudi or UAE Shopify store shows an Arabic, right-to-left banner on Arabic storefronts, passes each visitor's choice to Google Consent Mode v2, keeps a dated record of each choice, switches on from App embeds without code and is billed through Shopify. Arqam360 does all five and is on the Shopify App Store.

Why a banner

Does a Shopify store selling in Saudi Arabia need a cookie banner?

If the store runs analytics or advertising tags and sells to people in Saudi Arabia, yes. Saudi PDPL covers personal data about people in the Kingdom, including when the business processing it sits outside Saudi Arabia, and a tag that can single out a visitor is processing personal data. Those tags need the visitor's explicit, informed consent unless another legal basis applies.

That applies to a store on Shopify exactly as it applies to a store on a Saudi platform. Shopify hosts your storefront; the tags you add to it, and the data they collect, are your responsibility. A banner that holds up does five things:

  1. 01

Hold non-essential tags until the visitor agrees

Analytics and advertising need the visitor's explicit, informed consent unless another legal basis applies. The cookies Shopify needs to run your cart, checkout and login are a separate category and stay on.

  2. 02

Explain each purpose in plain language

A visitor can only consent to something they understand. Group cookies by purpose and describe each group — in Arabic for Arabic-speaking shoppers.

  3. 03

Offer a real way to refuse

A banner with only an "OK" button does not give a free choice. Refusing has to be as clear as accepting.

  4. 04

    Keep settings reachable

PDPL lets people withdraw consent at any time, so the visitor needs a way back to their settings after the banner closes.

  5. 05

    Keep a record

If SDAIA or a customer asks, you need to show what a visitor agreed to and when. A banner that stores nothing leaves you with nothing to show.

This is no longer theoretical. PDPL's grace period ended on 14 September 2024, SDAIA confirmed 48 enforcement decisions in its January 2026 announcement, and administrative fines reach up to SAR 5,000,000. The violation categories named in law-firm summaries of that announcement include processing without a valid legal basis and marketing sent without consent.

Before you choose a banner, find out what your storefront actually sets. The free Arqam360 scanner opens your store in a real browser, lists the cookies and trackers it finds, and sorts them into necessary, analytics, marketing and preferences, marking anything it cannot match as unknown. It takes about a minute and gives the store a compliance score, so you have a baseline to measure the banner against.

Install

How the Arqam360 app installs on Shopify

Four steps. The first and third need you; the rest happen on their own.

  1. 01

Install from the Shopify App Store

Open Arqam360 on the Shopify App Store, install it, and approve the permissions Shopify shows you.

  2. 02

Your account is created for you

Once Shopify confirms the install, Arqam360 creates your account and a banner configuration for your store. There is no separate sign-up form and no password to set.

  3. 03

    Turn on the App Embed

In your Shopify admin, open your theme's editor, go to App embeds and switch Arqam360 on, then save. The dashboard has a button that takes you straight to that panel. The embed finds your store by its myshopify.com address, so there is no API key to paste and no theme code to edit.

  4. 04

    Manage it from inside Shopify

Open Arqam360 from the Apps section of your Shopify admin. Our dashboard loads inside Shopify, already signed in. From there you set the banner's colours, position and button text, run a cookie scan, and review or export consent records.

Step-by-step: installing the banner on Shopify and checking Consent Mode

Google and Meta

Google Consent Mode v2 and Meta on a Shopify store

Arqam360 sends Google Consent Mode v2 signals from your storefront: analytics and advertising signals start as denied when the banner loads, then follow the visitor's choice, and Google Ads, GA4 and Tag Manager read them. The banner sends no consent signal to Meta Pixel; on Pro and Managed, events can reach Meta through its Conversions API instead.

In detail: when the banner loads, it sets analytics_storage, ad_storage, ad_user_data and ad_personalization to denied. When the visitor decides, it sends an update — the analytics category controls analytics_storage, and the marketing category controls the three advertising signals. On every later page the saved choice is sent again, so the state Google reads matches what the visitor picked. Because the App Embed loads the banner asynchronously, we do not claim it sets the default before every other tag on the page; a tag hard-coded high in your theme can run first. The scanner reports what your storefront actually does.

For Meta, on the Pro and Managed plans, Arqam360 can forward events to Meta's Conversions API from our servers, with the visitor's consent state attached to each one, once you connect Meta in the dashboard. The same server-side forwarding is available for GA4, server-side Google Tag Manager, TikTok and Snap.

Arabic

An Arabic banner for Arabic-speaking shoppers

The banner takes its language from your storefront. When the page is in Arabic, it opens in Arabic with a right-to-left layout, mirrored category toggles, and Arabic buttons: «قبول الكل» and «رفض الكل». Otherwise it follows the visitor's browser language, and you can fix one language for every visitor from the dashboard.

You can also turn on a language switcher so visitors change language themselves. Once a visitor has made a choice, a small badge stays on the page so they can reopen their settings and change or withdraw consent whenever they like. The choice is saved in a first-party cookie on your store for 365 days by default, after which the visitor is asked again.

Pricing on Shopify

What it costs on Shopify

On Shopify, Arqam360 is billed through your Shopify account in US dollars, so it appears on your Shopify bill rather than on a separate card. There are three plans. Free costs nothing and covers the banner, Consent Mode v2 and consent records. Pro is $29.99 and adds server-side forwarding to Meta, Google and the other connected platforms. Managed is $99.99 — our team sets up the banner, tests it and keeps it maintained. Paid plans are charged every 30 days and start with a 14-day free trial. You change plans from the billing page inside the app.

FAQ

Questions Shopify merchants ask

What is the best cookie consent app for a Shopify store in Saudi Arabia or the UAE?

The best cookie consent app for a Saudi or UAE Shopify store shows an Arabic, right-to-left banner on Arabic storefronts, passes each visitor's choice to Google Consent Mode v2, keeps a dated record of each choice, switches on from App embeds without code and is billed through Shopify. Arqam360 does all five and is on the Shopify App Store.

Does my Shopify store need a cookie banner under Saudi PDPL?

If it sells to people in Saudi Arabia and runs analytics or advertising tags — GA4, Google Ads, Meta Pixel, TikTok or Snap — then yes. PDPL covers personal data about people in the Kingdom even when the store is run from elsewhere, and it expects explicit, informed consent for those tags unless another legal basis applies. A cookie banner is how a store asks for that consent and records the answer.

Doesn't Shopify already have a built-in cookie banner?

Yes. Shopify's cookie banner governs Shopify's own tools, including its cookies and Shopify Pixels. For pixels added manually or through apps, Shopify says you may need a third-party cookie banner or custom logic, and its automated settings set the banner up for visitors in the UK and EEA (Shopify Help Center, Configuring customer privacy settings). If your Saudi or UAE store runs Google Ads, GA4 or Meta through apps or theme code, Arqam360 shows an Arabic banner on Arabic storefronts, passes each visitor's choice to Google Consent Mode v2 and keeps a dated record of each choice.

Do I need to edit my theme or paste an API key?

No. After you install the app, switch Arqam360 on under App embeds in your theme editor and save. The embed finds your store by its myshopify.com address, so there is nothing to paste. A key field exists only as an override for agencies that manage several accounts.

Will the banner be in Arabic?

When your storefront is in Arabic, yes — with a right-to-left layout. Otherwise it follows the visitor's browser language. You can fix the language from the dashboard, or turn on a switcher so visitors change it themselves.

Will Google and Meta tags follow the visitor's choice?

Google tags on the storefront page read the Consent Mode v2 signals Arqam360 sends — denied by default, then updated to the visitor's choice. For Meta, on Pro and Managed, events can go to Meta's Conversions API from our servers with the consent state attached, once you connect Meta.

How is it billed, and is there a free plan?

Through Shopify, in US dollars, on your Shopify bill. Free costs nothing. Pro is $29.99 and Managed is $99.99, charged every 30 days, and both start with a 14-day free trial.
