Cookiebot vs Arqam360: Which CMP Is Right for MENA?

Taha Farhane· Founder, Arqam360 — building MENA consent + data infrastructure

If you are a business operating in the MENA region and need a Consent Management Platform, the choice of CMP directly impacts your compliance posture, advertising performance, and cost. Cookiebot (by Usercentrics) is one of the most recognized CMPs globally, with strong European market share and GDPR expertise. Arqam360 is a MENA-first platform built specifically for Saudi PDPL, UAE PDPA, and Gulf-region compliance needs.

This comparison examines both platforms across the dimensions that matter most for MENA businesses: pricing, regional compliance coverage, Arabic language support, e-commerce integrations, feature breadth, and overall value. We tested both platforms on production Saudi e-commerce sites to give you a fair, evidence-based assessment.

Platform Overview

Cookiebot was founded in Denmark in 2012 and is now part of Usercentrics, one of Europe's largest consent management companies. Its strength is deep GDPR and ePrivacy compliance expertise, IAB TCF 2.3 certification, and a mature cookie scanning engine. Cookiebot is used by over 1.5 million websites globally and has strong recognition in the European market.

Arqam360 was built from the ground up for MENA businesses. Rather than being a European CMP with Arabic bolted on, it was designed with Arabic RTL as a first-class layout, Saudi PDPL as the primary compliance framework, and Salla (the dominant Saudi e-commerce platform) as a native integration. Arqam360 also extends beyond consent management into server-side event tracking and audience activation, making it a unified privacy and data platform.

Pricing: per subpage vs per pageview

Cookiebot prices by the number of subpages on each domain. Its pricing page, checked on 2 October 2026, lists a free plan for one domain with up to 50 subpages, Premium Lite at €7 a month for the same limits, and per-domain plans of €15 (up to 350 subpages), €30 (up to 3,500), €50 (up to 7,000) and €90 a month (above 7,000), all excluding VAT. Usercentrics Advanced, the session-based plan above those, is quoted by sales.

Arqam360 prices by monthly pageviews and domains, not page count. The Free plan covers one domain and 10,000 pageviews a month, with no time limit. Pro is $29.99 a month for three domains and 100,000 pageviews, and adds the full cookie scanner, the data request portal and server-side event forwarding. Managed is $299 to install and $99.99 a month per domain: our team installs the banner, wires Google Consent Mode v2, tests your Google and Meta tags and maintains the setup. For a small site that only needs a banner, Cookiebot's €7 plan costs less than Arqam360 Pro; Arqam360's free plan has no subpage cap, which matters for a store or a content site with hundreds of pages.

MENA-Specific Advantages

This is where the platforms diverge most sharply. Cookiebot was built for European regulations and the European market. Its MENA support is limited to basic Arabic translation. Arqam360 was built for MENA first:

  • Arabic RTL: Arqam360 has native Arabic RTL layout throughout — banner, preference center, policy pages. Cookiebot offers translated text but the layout remains LTR, which feels unnatural to Arabic readers.
  • Saudi PDPL: Arqam360 implements PDPL-specific consent requirements (explicit opt-in, purpose specification, SDAIA-aligned record keeping). Cookiebot focuses on GDPR — PDPL is not a first-class compliance framework.
  • UAE PDPA: Arqam360 supports the UAE's multi-framework landscape (federal law, DIFC, ADGM). Cookiebot has no Gulf-specific compliance features.
  • Salla integration: Arqam360 has a native Salla App Store integration with zero-click auto-provisioning. Cookiebot has no Salla support whatsoever — you would need manual script installation.
  • Auto regime detection: Arqam360 automatically detects whether a visitor is subject to PDPL, GDPR, CCPA, or other frameworks and adjusts the consent model accordingly. Cookiebot's geolocation rules are less granular for MENA jurisdictions.
  • GCC country coverage: Arqam360 covers Saudi Arabia, UAE, Bahrain, Qatar, Oman, and Kuwait privacy frameworks. Cookiebot covers EU member states.

Feature-by-Feature Comparison

Both platforms cover the core CMP features. Here is how they compare on the capabilities that matter most:

  • Cookie scanning: Both offer automated cookie detection. Cookiebot's scanner is more mature with a larger cookie database. Arqam360's scanner provides compliance grading (A-F) with actionable remediation steps.
  • Google Consent Mode v2: Both support all four parameters. Arqam360 fires defaults before any tag loads (guaranteed first-position). Cookiebot requires correct GTM configuration for first-position firing.
  • IAB TCF 2.3: Arqam360 supports TCF 2.3 signals, including the DisclosedVendors segment.
  • Script blocking: Both can block scripts before consent. Arqam360 includes request quarantine (proxies fetch/XHR) and cookie quarantine in addition to script blocking.
  • Server-side tracking: Arqam360 includes server-side event forwarding to Meta CAPI, sGTM, GA4, TikTok, and 6 other platforms. Cookiebot does not offer server-side tracking.
  • Audience activation: Arqam360 includes consent-aware audience segments synced to ad platforms. Cookiebot is consent-only with no audience features.
  • DSAR handling: Arqam360 includes automated DSAR management with 30-day SLA tracking. Cookiebot does not handle DSARs.

E-commerce Platform Integrations

For MENA e-commerce, platform integrations determine how easy setup is. Arqam360 has native integrations with both Salla (zero-click auto-provisioning) and Shopify (App Store listing with auto-provisioning). Cookiebot has a Shopify app but no Salla integration. For WooCommerce and custom platforms, both offer script-tag installation. The key difference: Arqam360's Salla integration creates the account, subscription, and API key automatically during install — the merchant does not touch any configuration.

Support and Documentation

Cookiebot has extensive English-language documentation, a large knowledge base, and email support on paid plans. Arqam360 provides documentation in both English and Arabic, with support coverage during MENA business hours. For Saudi and Gulf merchants who prefer Arabic-language support, Arqam360 is the stronger option.

The Verdict

For businesses operating mainly in the Middle East and North Africa, especially Saudi Arabia and the Gulf, Arqam360 is the better fit. A native Arabic right-to-left banner, PDPL and UAE PDPA rules applied by visitor country, apps for Zid, Shopify and WordPress, server-side event forwarding, and pricing that does not grow with your page count make it the tool built for this market. For a small EU-only site, Cookiebot's entry plan is the cheaper choice.

Cookiebot remains a strong choice for businesses focused exclusively on European markets, particularly those that need IAB TCF 2.3 certification for programmatic advertising. If you serve both European and MENA audiences, Arqam360's auto regime detection handles both GDPR and PDPL from a single installation. Platform-by-Platform Implementation

How the two platforms integrate with the storefronts MENA merchants actually use differs sharply. The comparison below is per-storefront because each platform's surface area determines who wires faster and who is easier to maintain.

Shopify

Both platforms have official Shopify integrations. Cookiebot's app is installed from the Shopify App Store, supports Customer Privacy API + GTM, and ships in English with translation support for ~50 languages including Arabic. Arqam360's Shopify app (approved May 2026, live at apps.shopify.com/arqam360) is also App-Store-installed, also supports Customer Privacy API + GTM, ships Arabic-RTL natively, and ships a cookie classifier with 124 patterns, 37 of them built for this region. For a Saudi Shopify merchant, both work. The choice usually comes down to pricing and which support channel you trust more.

Salla

This is where the platforms diverge. Cookiebot does not have a Salla App Store app — Salla merchants must use Cookiebot via manual script-tag injection in their theme settings, with no marketplace billing integration and no Salla-specific localization. Arqam360 has a native Salla app (currently under marketplace review, expected approval late May 2026) that installs in two clicks, ships Arabic-RTL by default, and includes Salla-specific cookie patterns. For Salla merchants this is not a marginal preference; it is the difference between a five-minute install and a half-day developer integration.

Zid

Same pattern as Salla. Cookiebot has no Zid marketplace app; integration requires manual script-tag work. Arqam360 has a native Zid app (also under marketplace review at the same time as Salla) that handles the integration through the Zid app surface, with billing through Zid's own subscription system. Zid merchants who want a one-click install path effectively have one choice today.

WordPress

Cookiebot's WordPress plugin has been on wordpress.org since 2016 and has 200,000+ active installations. It is mature, well-documented, and has been audited by the WordPress.org review team many times. Arqam360's WordPress plugin (approved on wordpress.org as 'arqam360-consent-privacy-pdplgdpr' in April 2026) is newer and has a smaller installation base, but offers the same one-click setup with Saudi PDPL framing baked in. For WordPress, Cookiebot's maturity is real; Arqam360's MENA-native framing is real. Either is a defensible choice for a MENA WordPress site.

Compliance Coverage Matrix

Both platforms cover the major privacy frameworks. The question is depth — whether 'supported' means a banner check-box or a complete implementation. The matrix below reflects what each platform documents and ships out of the box, not what is theoretically possible via custom configuration.

  • PDPL (Saudi Arabia) — Cookiebot: supported but GDPR-framed, no Saudi-specific UI cues or NDGP guidance. Arqam360: PDPL-first framing, Saudi-vertical cookie patterns, NDGP-registration guidance in dashboard.
  • GDPR (EU) — both: full coverage, mature implementations. Cookiebot has the longer track record. Neither platform is "GDPR-certified": there is no such certification to hold, only compliance with the Regulation.
  • UAE PDPA — Cookiebot: covered as a GDPR-adjacent regime; no UAE-specific localization. Arqam360: UAE-PDPA framing in dashboard with Federal Decree-Law No. 45/2021 references.
  • CCPA (California) — both: full coverage with the 'Do Not Sell or Share' link surface.
  • LGPD (Brazil) — both: covered. Cookiebot has deeper Brazilian-Portuguese localization given its EU/global focus.
  • Global Privacy Control (GPC) — both: detect the navigator.globalPrivacyControl signal and auto-opt-out. Arqam360 logs GPC detection separately in audit trail.
  • IAB TCF 2.3 — both implement the framework, including the DisclosedVendors segment. Cookiebot is a registered CMP on IAB Europe's list and carries a CMP ID; Arqam360 is not registered and reports CMP ID 0 rather than impersonating someone else's. Registration costs EUR 1,575/year and is on our roadmap.
  • Google Consent Mode v2 — both: full implementation with all four parameters (analytics_storage, ad_storage, ad_user_data, ad_personalization).

When Arqam360 Fits

The right choice depends on where your traffic comes from, what you sell on, and the language your team works in. Here is where Arqam360 is built to fit.

Pick Arqam360 if: your business is primarily Saudi or MENA with European traffic as a fringe, you sell on Salla or Zid (where Cookiebot has no marketplace presence), you want Arabic-language customer support, your team values an Arabic-RTL-native banner over a translated one, or you want the cookie scanner and policy generator that Arqam360 ships as additional tools in the same dashboard. The MENA-native framing is not just marketing — it shows up in a cookie classifier with 37 patterns built for this region, Arabic-first UX, SAR-denominated billing, and dashboard guidance that names PDPL rather than translating GDPR terminology.

Migration Considerations

If you are switching from Cookiebot to Arqam360 (or vice versa), the consent records do not transfer between platforms — each platform stores its own consent log in its own format. For audit purposes you should export the existing consent log from the old platform, archive it as proof of historical compliance, and start fresh consent collection on the new platform. Visitors will see the consent banner once more when the new platform fires, which is the expected behaviour: they are giving consent to the new processor.

Practically, allow a two-week overlap period where both consent management surfaces are aware of each other to avoid double-banners. Most teams remove the old platform's script tag at the same time as deploying the new one — at midnight on a low-traffic day to minimise visitor-facing disruption. Cookiebot exports consent logs as CSV; Arqam360 exports as JSON and CSV. Neither platform charges for the export.

Frequently Asked Questions

Is Arqam360 cheaper than Cookiebot?

It depends on the size of the site. Both have a free plan for one domain: Cookiebot's stops at 50 subpages, Arqam360's at 10,000 pageviews a month with no subpage limit. On paid plans, Cookiebot starts at €7 a month for a small single domain and runs €15 to €90 a month per domain by page count (checked 2 October 2026), while Arqam360 Pro is $29.99 a month for three domains. A small single site is cheaper on Cookiebot's entry plan; several domains, or a site with thousands of pages, usually cost less on Arqam360 Pro.

Does Cookiebot work with Salla or Zid?

Not as a native marketplace app. There is no Cookiebot Salla app on Salla's App Store, and no Cookiebot Zid app on Zid's App Store. Merchants who want to use Cookiebot on Salla or Zid must inject the script tag manually via theme settings — which works but loses the one-click install, marketplace billing, and platform-specific guidance. For Salla and Zid merchants the practical choice is Arqam360 (or a different CMP that has a marketplace app).

Does Arqam360 implement Google Consent Mode v2 in full?

Yes. Arqam360 implements all four parameters (analytics_storage, ad_storage, ad_user_data, ad_personalization) with denied defaults firing before any Google tag, and IAB TCF 2.3 including the DisclosedVendors segment. If your ad serving is in the Gulf, that is what Google Ads and Meta CAPI require.

What about Arabic-language support — is Cookiebot's Arabic translation sufficient?

Cookiebot offers Arabic as one of ~50 supported languages, with translation handled by their localization team. The banner displays Arabic text correctly but is built within an LTR-first design framework — RTL adjustments are added on top. Arqam360 is built Arabic-RTL-first: the banner layout, button placement, and typography are designed in Arabic, with English as the secondary direction. For a Saudi store whose primary visitors are Arabic-speaking, the difference is noticeable in visual polish; for an EU store with Arabic as a fringe market, the difference is marginal.

Can I use both platforms in parallel?

Technically yes, but you should not. Two consent management platforms running on the same page race to fire the consent banner, override each other's gtag calls, and produce inconsistent consent records. The result is worse compliance than either platform alone. If you are evaluating both, run each on a separate test domain or use a staging environment for comparison, then commit to one in production.

Does Cookiebot have a free tier?

Yes. Cookiebot's free plan covers one domain with up to 50 subpages. Arqam360's free plan covers one domain and 10,000 pageviews a month, with no subpage limit and no time limit, and includes the Arabic and English banner and Google Consent Mode v2. Both free plans show the provider's branding on the banner.

Which platform handles cross-border data transfer documentation under PDPL?

Neither tool removes that duty. Under PDPL Article 29 and the Regulation on Personal Data Transfer outside the Kingdom, the merchant documents the basis for any transfer of personal data outside Saudi Arabia (an adequacy decision, or appropriate safeguards such as standard contractual clauses), whichever consent platform it uses. Keep each transfer to the minimum data needed.

What happens if I outgrow the platform I picked?

Both scale beyond a single site. Cookiebot prices each extra domain separately by page count, and Usercentrics Advanced moves to session-based pricing quoted by sales. Arqam360 Pro covers three domains, and Managed is priced per domain at $299 to install and $99.99 a month, with our team doing the setup and maintenance. Consent logs export from both, so switching later is not a permanent commitment.

A Decision Framework

If you are uncertain, work through these three questions in order. (1) Where is most of your traffic from? If Saudi Arabia, the UAE or the wider Gulf: Arqam360 is built for it. (2) What platform do you sell on? If Salla or Zid: Arqam360 (no native Cookiebot option). If WordPress or Shopify: both have an app, so compare the banner your visitors will actually see. (3) What language is your customer support team comfortable working in? Arabic-first: Arqam360. The right answer is rarely about which platform is 'better'; it is about which one matches the shape of your business.
